A mai napon 2016. augusztus 11-én az Autóbusz-közlekedési Szakszervezetek Szövetsége (AKSZSZ) a Nemzeti Fejlesztési Minisztertől, dr. Seszták Miklós miniszter úrtól választ kapott a 2016. július 5. napján kelt levelére. A miniszter sajnos érdemi választ megkeresésünkre nem adott és továbbra sem támogatja az AKSZSZ három éves 50 %-os mértékű bérfelzárkóztatás megvalósítását a Volán társaságoknál. 

 

Seszták miniszter úr elég érdekesen képzeli el a szakszervezetünk érdek-képviseleti lehetőségeit, mivel levelében úgy fogalmaz, hogy „Az Ön által képviselt érdekképviselet mellett további hat érdekképviselet is működik ebben a körben, akik szintén igénylik, hogy a társaságok munkavállalóinak jövőbeni sorsáról szóló döntések meghozatalában részt vehessenek.”

Az AKSZSZ a miniszter úrhoz írt levelében nem azt kérte, hogy a jövőben szeretnénk részt venni azokon a tárgyalásokon, amit esetleg az NFM, vagy a tulajdonos MNV Zrt. kezdeményezne. Szövetségünk egyértelműen levelében kezdeményezte az 50 %-os mértékű bérfelzárkóztatásról a tárgyalások megkezdését, attól függetlenül, hogy a még képviselttel rendelkező hat szakszervezet ezzel kapcsolatban milyen álláspontot képvisel.

Minden függetlenül működő szakszervezetnek joga van arra, hogy a tagjainak képviseletét a társszakszervezetektől függetlenül képviselje!

Miniszter úr rosszul lett tájékoztatva akkor, amikor azt írja, hogy „a bérfejlesztési tárgyalásoknak időben is meghatározott menetrendje van”. Az AKSZSZ egyáltalán nem az évi bérfejlesztésről akar egyeztetni a minisztérium által kijelölt tárgyaló delegációval! Szövetségünk a Volán szakmában egyre nagyobb problémákat generáló munkaerőhiány felszámolásának érdekében szorgalmazza a szakma bérfelzárkóztatását.

A legfajsúlyosabb és számunkra elkeserítő miniszteri megállapítás az, amikor Seszták úr azt írja, hogy a Közúti Közlekedési Vállalkozások Szövetsége (KKVSZ), a munkáltatók képviseletében, a Közúti Közlekedési Szakszervezettel és a Közlekedési Munkástanácsok Szövetségével – ez a két szakszervezet 7 100 fő munkavállalót képvisel a 17 000 Volán dolgozókból – köthet csak bérfejlesztésről szóló megállapodást, mivel ez a két szervezet jogosult kollektív szerződés szintű megállapodást kötni a munkáltatóval. Ezen okfejtésből arra következtethetünk, hogy a KKSZ és a KMSZ 2016. évre 3 %-os mértékű bérmegállapodást kötött a munkáltatóval és ezzel az ez évi bértárgyalások befejezettnek tekinthetők. Szövetségünk pedig, mivel nem kollektív szerződést kötő szakszervezet nem állhat elő olyan igénnyel, ami a bérfejlesztés fogalomkörébe tartozik.

Tehát, ha a KKSZ és a KMSZ hallgat és nem kíván megszólalni az 50 %-os mértékű három éves futamidejű bérfelzárkóztatással kapcsolatban – holott még pár hónappal korábban olyan szórólapot tettek közzé, amiben arról tájékoztatták a Volán munkavállalóit, hogy az 50 %-nál nem állnak meg – akkor a miniszter szerint nem kell ezzel a követeléssel kapcsolatban az AKSZSZ-el egyeztetést folytatni.

A szövetségünk számára, az is megdöbbentő miniszteri magatartás, hogy a több mint 2000 fős tagsággal rendelkező szakszervezetünket nem tartja „reprezentatívnak”, holott ezzel a taglétszámmal az AKSZSZ is kollektív szerződés kötésre képes szakszervezetté vált.

A miniszter arról is tájékoztat levelében, hogy „Az NFM és az MNV Zrt. álláspontja változatlanul az, hogy nem lehet csak bérkérdésre leegyszerűsíteni a jelenleg jelentkező unkaerőhiány kezelését”.

Miniszter úr úgy gondolja, hogy a kiszámítható foglalkoztatási viszonyról és jövedelemről lehet beszélni a Volán társaságoknál és ahol a munkavállalók egy szolgáltatási csomagot” kapnak, amely meghatározza a dolgozók jövedelmét és ebből még a családtagok is részesülnek, a kedvezményes utazási igazolványok juttatásával. Miniszter úr arra is felhívta a szövetségünk figyelmét, hogy az elmúlt években csökkenő adómérték, a növekvő nettó bér kifizetését eredményezte.

Seszták miniszter úr levelében arra is emlékeztette szakszervezetünket, hogy a 2016. évben aláírt (3 %-os bérfejlesztés) bérmegállapodásnak köszönhetően az autóbuszvezetők keresete is növekedett.

Arról is szól a válaszlevél, hogy az autóbuszvezetők munkakörülményei a közeljövőben javulni fognak, mivel a Kormány elfogadta a magyarországi buszgyártásról szóló cselekvési programot és ezzel együtt a autóbuszos közszolgáltatók járműparkjának megújulásával nem csak a munkakörülmények, hanem az egyéb területen jelentkező személyi jellegű megtakarításból, egyes állományi célcsoportoknál magasabb bérfejlesztést lehet biztosítani.

Vagyis, ha az új beszerzésű autóbuszok miatt csökkenteni lehet a karbantartók számát, mivel a szervízelésre és javításra fordított óraszám is csökken, akkor az itt feleslegessé vált munkaerő felszabadult bértömegét fordítanák, pl. az autóbuszvezetők bérfejlesztésére!

Miniszter úr továbbra sem akarja megérteni, azt amiről korábbi két levelünkben már tájékoztattuk, hogy a képzés nem fogja teljes mértékben megoldani a munkaerőhiány problémáit, mert a frissen autóbuszvezetői jogosítványt megszerző munkavállalót, a 100 000 Ft nettó fizetéssel a Volán társaságok nem tudják a szakmában tartani.

Az AKSZSZ számára elfogadhatatlan az, hogy Seszták miniszter úr még lehetőséget sem adott szövetségünk számára, hogy egy tárgyaláson képviselhettük volna a bérfelzárkóztatásról szóló elképzelésünket!

Mindezek alapján az AKSZSZ elnöksége 2016. augusztus 15. napján dönteni fog a sztrájkbizottság megalakításáról és a törvény által biztosított jogunk alapján a sztrájk előtti hét napos egyeztető tárgyalás lefolytatását fogjuk kezdeményezni a miniszternél. Az egyeztető tárgyalás megtartását a miniszter nem utasíthatja vissza, köteles lesz kijelölni a tárgyaló felet, aki szövetségünkkel a sztrájk előtti egyeztetésben a minisztériumot képviseli.

A KKSZ és a KMSZ tagsága kérdezze már meg a szervezetek vezetőitől, hogy miért vannak csendben? A KKSZ miért nem állnak ki korábbi ígérete mellet, hogy az 50 %nál nem áll meg. Ez évre a KKSZ és a KMSZ 3 %-os bérfejlesztésben állapodtak meg a munkáltatóval, tehát még hátra van 47 %.
