A SZAKSZ a Pannon Volán Zrt-nél, 2013. szeptember 25-én, kollektív szerződés módosítást kezdeményezett. Ezzel párhuzamosan szakszervezetünk elkészítette, 71 oldalas egységes szerkezetű kollektív szerződés tervezetét, amit munkaanyagként 2013. október 14-én megküldött a társaság számára. Ezen lépésünket azért is tettük meg, mivel a hatályos KSZ-t módosító tárgyalási kezdeményezésünkre, az Alágazati Kollektív Szerződésben előírt határidőn belül a Pannon Volán Zrt. nem kezdte meg a szakszervezetekkel az egyeztetést. Mindezek után, e témakörben a Pannon Volán Zrt. 2013. október 24. napjára hívta össze a szakszervezeteket és kezdte meg a tárgyalást.
A mai napon megkezdett egyeztetésre a munkáltató nem terjesztett elő írásos anyagot és a KKSZ sem készített és terjesztett elő módosító indítványt. Sem a munkáltató sem pedig a KKSZ nem fogalmazott meg kritikát a SZAKSZ 71 oldalas írásos előterjesztésével kapcsolatban. A munkáltató azt nyilatkozta, hogy az általa előterjeszteni kíván anyag, jelenleg készül és azt 2013. október 31. napjáig a szakszervezetek számára megküldi, ami után elkezdődhetnek a további szerkesztő bizottsági tárgyalások.
A SZAKSZ, arra a kérdésére, hogy a társaság miért nem kezdte meg 15 napon belül a szakszervezetekkel a tárgyalást, Dr. Horváth Zoltán operatív és jogi igazgató azt a választ adta, hogy az Alágazati Kollektív Szerződés II. rész 1. cikk 1. pontja nem vonatkozik a Pannon Volán Zrt-nél lefolytatott KSZ tárgyalásokra. Véleménye szerint a társaság jogsértést, mulasztást nem követett el, mivel a hatályos jogszabály nem jelöl meg konkrét időpontot a tárgyalásokkal kapcsolatban.
Arra a kérdésre pedig, hogy a Pannon Volán Zrt. elismeri-e a SZAKSZ-ot KSZ kötő félnek, azt a választ kaptuk a jogi igazgató úrtól, hogy nem, mivel az egységes szerkezetű kollektív szerződést 2003 évben, csak a KKSZ helyi alapszervezete írta alá. Ezek után, mivel a helyi KSZ a szerződés részleges felmondását nem szabályozza és ezáltal arra így nincs lehetőség, a SZAKSZ elnöke bejelentette, a mai nappal – 3 hónapos határidővel – a KSZ felmondását.
A SZAKSZ ezt a lépését azért tette meg, mivel úgy érzi, hogy a munkáltató látszategyeztetést folytat. Az is elgondolkodtató, hogy a munkáltató 16 hónap elteltével sem tett kísérletet arra, hogy az új Mt. szabályainak hatálybalépése óta a szerződést, az új szakaszokkal módosítsa.
A Pannon Volán Zrt. nem veszi komolyan szakszervezetünk megkereséseit és van olyan levelünk amire, 40 nap elteltével a mai napig nem válaszolt.
Az új Mt. hatályba lépése óta, sokkal kevesebb joggal rendelkezünk és ezt használja ki a munkáltató. Azzal a magatartásával amit, most a Pannon Volán Zrt. és ezen belül az operatív és jogi igazgatója is tanúsít, csak olyan irányba sodorja szakszervezetünket, ami a demonstráció vagy a sztrájk lehetőségének az alkalmazását kényszerítheti ki. Az is elfogadhatatlan számunkra, hogy a Pannon Volán Zrt. az Alágazati Kollektív Szerződésben foglaltak közül, csak azt fogadja el hatályosnak, ami számára kedvező. Azt, ami részére kötelezettségeket és határidőket ír elő azt figyelmen kívül hagyja.
